This coach bolt was bought as m12, shouldnt it measure 12mm diameter?

It measures 10mm at the widest point as far as I can see, and around 9mm on the unthreaded part.

Coach bolt or coach screw? I'm guessing screw as I wouldnt have thought you'be be able to measure the smaller diamter on a bolt with that type of gauge.
