Thomas Dudley Vantage single flush problem

Hi all.
I have installed the above mentioned and I need advice. I have to push and hold the flush button to get a full flush. If I press and let go I only get a partial flush. You might be thinking I have a dual flush cistern, but it only has one pipe to the flush mechanism. Its almost as if the button returns to quickly so its not keeping the valve open on the flush mechanism. Any ideas would be good
