Thoughts on those builders?

I have a property rented in a purpose built block, there are building works goin on, went there last week; saw a stopcock outside my entrance door no longer possible to be turned off and without damaging walls, see photos. The wall was plaster boarded and skimmed. No idea what the stopcock is/was for. I have reported it to the management this morning.
