Three random radiators on three different floors are cold including pipes, townhouse, heat only boiler with water tank.

Hi all, please could you advise.
It's a townhouse wirh heat only boiler and a water tank. Three Rads on on ground front wall, one on 1st floor at back wall and 3rd one on 2nd floor at back wall. (Differnt places and locations).
Out of 14 Rads, these three are not heating up, pipes are cold too.
Bleeding is done.. turned most of the working one's off while heating was on. But made no difference. No TRV, basic valves. . All are opened including lock shields.

Honeywell smartfit controls stopped working couple of weeks last week and control system and thermostat is replaced with new valves and Hive thermostat. But not sure if these three were faulty from before or happened afterwards

Could you please advise, what else can I do to make these work.
 
turn all the rads off apart from just one of the not working ones it shoul heat up then off with that and repeat with other two
 
Thank you both. I've tried turning all the working ones off and leaving open only the three which are faulty.

Then have tried turning all off and leaving just one open but it's not changed since last 5 minutes.

All the valves shown in this watermark cupboard on 2nd floor are open anticlockwise.
It's heat only Ideal boiler.
