Thumb turn euro cylinder

Mum's got a new door with a thumb turn euro cylinder.

If the door is locked internally i.e. by using the thumb turn, to unlock externally the key needs to be turned twice.

If the door is locked externally, to unlock externally the key only needs to be turned once.

Is this normal?

Pretty sure that’s how my mums thumb turn Euro cylinder works. Caught me out at first - when unlocking it from outside after she’s locked it from inside, it feels like nothing happens and nothings connected on the first turn.
