How do I access the toilet seat nuts and bolts on the following please?

Lift up the lid and seat. You may see two round chrome covers ,the screws are below the covers. The lid and seat can usually be lifted off completely for ease of access to the chrome covers

And it looks to be a 'top-fix' seat/lid so you will probably need a set of fixings something like these
