tile over ceramic tile over asbestos tile

Hi, I recently moved house (again) and the existing kitchen seems to have ceramic tile glued onto asbestos tile. I don't really have the money for asbestos removal, so what's the best way to cover the ceramic tile? (I'm open to suggestions - LVT, marmoleum, engineered wood, whatever...)

An added problem is that it looks like the people who installed the ceramic tile don't seem to have tiled under the kitchen units. Can I raise the floor level in those areas with ply, then add self-levelling compound over the whole floor? What would you do?
 
I'm afraid it's really hard to tell with the kitchen still in place. I can't even tell if the asbestos tiles are really there, though the asbestos survey says they are. I have attached some photos, one of the floor tiles and two from under the units. I hope you can make out anything underneath all that dust! The units are standing on white chipboard. In one photo I have circled the side view of the floor tiles. The brown bit above is the inside of the kick board. (Between the kick board and the tiles there's just a lot of light coming through from the kitchen.)
