Tile Vents. Large felt hole?

Hi, went up in a loft for a family friend and found that their Roof tile vents had a large gap around them where the felt had been cut, I guess when fitted. This looks like potential water ingress and suggest they need to be sorted. Any suggestions on the best way to sort these out?
