Tilt and Turn Handle Removal

I have 35 year old tilt and turn windows. I'm thinking about changing the handles or at least inspecting and oiling them from the inside.

The problem is that I don't know how to remove them. When turned 90 degrees a screw is exposed but I can't figure out how to get to the second one if there is one. The base of the handle doesn't twist or unclip. It is also unlikely that the top unhooks once the first screw comes out.

The photo below shows the handle.

By the way a small screwdriver eases the top part of base a little bit it doesn't come away.
 
There's obviously been an issue with uploading. Anyway here is the photo. As you can see there is one screw exposed. I've no idea how to remove the handle after this is taken out.
