Timber window panes..do they have to open?

We are about to have the single panes of glass out in the upstairs windows and replaced with double glazed panes.

Shown on the photo is the window itself which is 220 long x 118 high

We currently have two opening panes at the bottom which are 69 x 50, and two little ones at the top of 50cm x 36cm .

Is it okay if we dont have the top ones with openers ? Thought it might save on drafts and never open the top ones anyway.

Or is this not permissable/advisable?

The small ones don't need to be openers. In fact, would probably look better if not anyway, as you'll have too much frame to glass ratio.
Just make sure that you have all / some of the larger ones as full openers to permit emergency egress.
 
Thankyou. We are onlynreplacing the glass and the bit of frame that the glass sits in ( its a window restorer). They should look the same but wont open. Tbh one of them is painted shut already!
