The metal lamp stanchion has rusted and expanded, cracking the concrete jacket......it will only get worse and I imagine the rest are similar!
Bits of the concrete will drop to the ground in time.

Nothing to worry about......it is only having to support a light wieght
Spalling.
You may get galvanised sleeves that replace the arm and cover the top part of the column.
Then again you may not.

Luckily not my problem, I was working in one of the flats when I spotted it.

Reminds me of those crumbling service cables into houses, only protected by an 800 amp sub-station fuse, not exactly valid protection!
