To Skim or not to Skim!?

Hi, just started a re-model job on my bathroom that was half tiled all the way around and looking to tile from floor to ceiling. However on removal of the tiles it has taken the skimmed layer of plaster off and is back to the thistle. So....
Q: Can I tile directly on to this or do I have to put a skim coat back on.
or
Can I batton the whole room, fix up ply and tile onto that directly?

Would appreciate the best method to go with.

you can probably tile as it is and use tile adhesive to compensate in places where the skim is missing if it is only a few milimeters....
