Toilet cistern overflow pipe plumbing

Moved into a new house and found neither the upstairs nor downstairs toilets have the cistern overflows plumbed, ie the pipe just exits onto the floor !

As there's no easy way to connect it to existing waste water pipe I'm looking to exit the overflows through the outside wall. Overflow pipes are 22mm but >22mm masonry drills aren't easy to come by. Do people reduce the overflow to 15mm before putting it thrpugh the walls ?
 
No stick to 22mm If it overflows too quickly reducing the pipe would not help at all.
