Toilet Cistern Water Filling very Slow

Hi All

Had my Bathroom remodelled with Hall Hung Toilet with concealed cistern and Mono Bloc Sink about 5 years ago (Plumber who did the work has long vanished!!).

Noticed that the Toilet Cistern is slow to fill unless I Block the Mono Bloc Tap and back force pressure then it starts to fill quickly but not fast!

Anyone know the reason why and how can this be resolved?

Sounds like possibly a failed washer. It’s not back forcing the pressure either. Do you known the make and model of cistern? Perhaps take a photo of accessible parts of cistern?
