Re Jimmys comments - the piping is iron. I don't think that the cystern is that old, it looks newish. I cant find the stop valve anywhere, but I've had a look in the cystern and everything seems clear. Thanks for your help - I'm going to have another look for the valve, 'cos it must be around somewhere!
 
If pipe is iron then it must be very old. Iron pipe tends to corrode from the inside causing restricted flow which may be causing your problem, I have removed iron pipe in the past to find only a pin hole sized bore due to the build up of rust.
Have a good look for the valve but I think it may be a case of renewing the pipe with copper or plastic
