Nah, finger pressure on the handle holds the the outflow open; that's shallot.
The Fluidmaster version is of USA manufacture; even they eschew "scallions" as a durable component.
The french versions come with a certain "je ne sais quoi" hint of wild garlic but that's more to do with the previous user!
The flap is lifted by the handle, then it floats, and stays open until the water has drained away. Then it flops down and water pressure on top holds it down.
You can put a weight, such as a brass nut, on the chain if you want it to shut more quickly, or to make the handle return when released.

On ours you can turn the floating valve to adjust the length of time it stays open I think it's on a shamphered base that allows the water to drain slower or quicker. No need to add weights
The bit that goes into the the pipe that goes through the hole in the base of the cistern . Ours has CW and Anti CW arrows embossed on it but I can't remember which direction reduces and which increases. It should be in the instructions.
