Toilet water not raising high enough

Hi, I’m wondering if anyone can help me. I’ve just moved into my first home and have an issue with the toilet water, not sure if it’s a big enough job to call someone out so hoping I can get some solutions. When I flush the toilet the water doesn’t raise high enough afterwards. It stoped when it gets to the grey bit circled. I can push down manually and the water will raise to the required height. I’m trying to figure out how to raise the grey part high enough so i won’t need to do this manually after every flush. Has anyone any idea?

Hard to tell exactly, but it looks like it's catching on the side of the cistern. You should be able to twist it slightly, but check the connection to the fill valve when done in case you've disturbed it.
