Too Much Hot Water !!

I have a Potterton Netaheat Profile and a Honeywell thingamy whatsit that controls everything. It all appeared to work fine but the water got very hot, so I replaced the tank thermostat which was the obvious answer at the time but nothing changed. Could it be a second faulty stat or something more sinister. Even when the stat is set to zero the water is still scolding, the boiler is not going constantly which I presume is due to its own internal thermostat........Any advise is gratefully received.

Honeywell thingamywhatsit valve passing, try it on CH only for a bit & feel the circs to the cylinder. If the're still hot then the valve will need changing.
 
The first thing to establish is whether or not the controller, room stat and tank stat are having any effect on the boiler. With both CH and HW off at the controller does the boiler eventually stop? Note that it might run on for a few minutes. This is normal but then it should go off and stay off. If it goes on for hours cycling on and off then you have to find out why.

The boiler responds to the controller no problem, I will try what Keego suggests and turn off the HW for a bit, it seems the most likely solution. If it is the valve do I need to change the whole thing or just the gizmo fitted on top ?
