I,m looking at ordering loose topsoil to level a garden (front) approx 10m x 6m with average depth of 130mm (already has soil) would 14T be enough or too much

Depends on the bulking of topsoil but normal aggregates such as sand and gravel are approx 2ton/cu.m. so 14 ton should be about right.
