Torbeck Valve

I,m having an issue fitting a new Torbeck valve (bottom feed) to a cistern.
Before filling I decided to turn the service valve on , hold the float up ,ie in closed position to see if it worked......water flowed unhindered wether the float arm was up or down......am I missing the point here? will it work (close off the supply)with water up to the correct level in the cistern or is the valve faulty??

maybe you have assembled it wrong? check again with the instructions diagram. Check the steel needle goes through the hole, the tooth is in the notch, and the ring is done up hand-tight.

there is a brief pause (a few seconds) between the float rising to the "stop" position and the flow ceasing. this is part of the design.

Have done all these things,all seating correctly and all assembled in order.
