Torbek Siphon slight leak

I have fitted a new toilet with a screwfix low level cistern.

The valve system is a torbek. No matter what i do I have a slight dribble into the pan from the siphon. What could I have wrong ?

is it a dual flush ?

its either the water level is to high and going over the overflow, or the flush valve bottom rubber seal is not sealing fully.
