Touching up paint

Apologies if this is a stupidly silly question, but I'm stuck on how to touch up some paint chips on my car bonnet.

I cleaned up the chip to make sure there was no rust around. Applied some primer and left it to dry for at least 24 hours. Gently spray painted the spot with some paint from Halfords - building up gently in layers and letting it dry completely for at least 24 hours....

Then I come to put on some lacquer and the lacquer manages to take off both the paint and the primer and I'm back to square one....

What am I missing?
 
call Chips Away. They;ll do a better job much more quicly.
