Towel Radiator electric outlet position

Would anyone be able to advise on the positioning of the electrical outlet for a Towel Radiator in a bathroom? I bought a B&Q Kudox towel radiator and a Terma MOA Thermostatic Heating Element for our builder to install. The builder had previously installed the electrical outlet beneath where the radiator would be installed. However the instruction manual says that the electrical outlet should not go above or behind the radiator – but it does not mention if its ok to place it beneath the radiator. Also it seems to show on the diagram that the electrical outlet should be 1.2m away from where the cable meets the radiator.
Do you think it would be OK to install this radiator above the electrical outlet, and with the electrical outlet only about 200mm away from where the cable meets the radiator? The builder says its fine, but I’m not sure if he is right.

As long as it is not obscured, it doesn't matter where you put it as far as the radiator is concerned.

However, it should not be within 600mm. of the bath or shower.
