Position of towel rad in bathroom

So far you guys have been an invaluable help to me, and I'm hoping this will long continue. Here's another one for you....
:)
I plan to fit an electric towel radiator in my bathroom but I am a little unsure about the allowed positioning and the zones.

Does the entire towel rad have to be in zone 3 or is it just the cable outlet/connection?

Also, as I would like to put my towel rad on the far side of the room I will need to run the cable across the room to the switch/timer. I am installing underfloor heating and was wondering if there was any problem with running the cable for the towel rad under the tiles along with the electric heating mat?
