How to wire a timed electric towel rail

I will have a plumbed towel rail in zone 2 in my bathroom with a electric element with cable tails.

I want this to be on a 7 day timer but am unsure of the regs for this as the only fused spur with this sort of timer on it has a switch. It also looks a little untidy.

Can I fit a standard non switched fused spur and somehow put a central heating 7 day programmer and switch outside the room.

How does anyone else do this so they have hot towels when they get up but then at no other time unless the central heating is on?
 
Yep, thats the ugly beast. Are you on commission from TLC-Direct?
I think thats what I'll use but wanted something a little less bulky.
