Does a towel rail need to be on an external fused spur?

The electric towel rail is currently connected via a fused spur switch that is outside the bathroom (the cable passes through a wall). It's also fed with hot water via the gas central heating but I assume that's irrelevant. I wanted more sophisticated control of the towel rail so I replaced the standard fused spur switch with one incorporating a 7 day timer.
However, I'd really like to be able to control the towel rail via the internet so that it's automatically off when I go on holiday. I can't find any 'smart' fused spur switches which led me to think whether it can't be replaced with a 13amp socket, smart switch and plug. Electrically it seems no different but I suspect it's not allowed under the regulations.
Can someone knowledgeable confirm or otherwise?

If the socket outlet remains outside the bathroom and the plug is down-fused to the correct rating and the socket/plug has additional RCD protection to protect against electric shock from the appliance in the bathroom, then I cannot see why not!
