Is there a list? Are there rules? Are they official? What criteria should people use to determine if a name is British?

Of course they can be. Jacob Ress-Mogg's son, Sixtus, has a novel name. If you disagree, show us proof of how many other people there are with that name.

The way that English grammar works is that when descriptors like that are linked with 'or' they are completely independent, and can stand alone.

For example

If Fred says "The paint is not red or blue", and for whatever reason the issue of whether it is or is not red is significant, there is nothing wrong or devious with saying "Fred said the paint is not red".

I whizzed over your enormous screenshot, and it wasn't clear which quote you were referring to - I thought you were complaining that I missed out some of this:

then that must mean that now it is a British name. Originally it wasn't.

There's no point to "originally" being there, and no valid complaint about me missing it out, unless it was doing something, unless missing it out changed the meaning.

The only way that

"Mohamed isn’t a British name; Originally"

can mean something different to just

"Mohamed isn’t a British name"

is if "Mohamed isn’t a British name" is incorrect on its own.
