And of course (getting back to the OPs query), not forgetting the not so minor issue of Part P. From memory and happy to be corrected if wrong , unless the lighting is a complete LV set installed as per the manufacturers instructions, then the wiring would be notifiable.
Thus making your own system up with separate transformers and lights would be notifiable and you'll either have to have it done by someone in a position to notify their work or you'll have to go through the Building Control route (which round my way costs about £150 or £225 depending on whether you can supply proper test results or not).
Yup, checked it for you. Building Regs 2010 Schedule 4, section 2 says :
2. Work which—
(a) is not in a kitchen, or a special location;
(b) does not involve work on a special installation; and
(c) consists of—
(i) adding light fittings and switches to an existing circuit, or
4. For the purposes of this Schedule—

“special installation” means ... an outdoor lighting ... or an extra-low voltage lighting system which is not a pre-assembled lighting set bearing the CE marking referred to in regulation 9 of the Electrical Equipment (Safety) Regulations 1994(a);
