Treating damp area in garage

Hi all.

The back of my garage (single skin) has this damp area which I assume is because the patio on the other side is slightly higher. Although there is some gravel around the wall (up to the green line) and the patio slopes away, the gravel doesn't go down very far and then it just seems like cement.

I want to damp proof the area and from what I've read, treating the inside would be better so as not to trap moisture in. What is the best product to use? I don't really care how it looks.

Also the 2 corners of this damp area in the garage seem to be missing bricks and it looks like it's just cement which has crumbled away. Can I use some sort of 'instant mortar' to fill these before coating or tanking the area?

Eventually I want to resin coat the floor but plan to take care of this area first.

All the will in the world isn't going to cure that as it's below DPC. Not even sure there is membrane under the main floor or that repair.
