Tribune unvented heating system

Hi All

I have a Tribune unvented heating system.
With the programmer not asking for hot water or central heating( ie Selected to off) the boiler is still firing up. There are 2 motorised valves at the hot water tank.
Is this where the fault lies. Any ideas???

S0rry , i should have said the boiler is a Potterton Netaheat Profile 60e.
