The main reasons why it may not be lifting enough.
Your mains water pressure is to low, worth getting it checked.
Try cleaning inlet filter, Not useally the fault but worth checking 2 min job.
If all good then would lead to a faulty stabiliser valve.

How longs the LP neon been coming on ?

thanks, I've done those things and it's now decided to work after a fashion. The filter wasn't very dirty and in answer to your other question, the low pressure light has been on since day one. So perhaps it IS just low water pressure. How can I check my water pressure and improve it if necessary? It's connected to the mains water supply so shouldn't it be a standard pressure? thanks again for your help.

You can ask your water supplier to check it or buy a gauge from ie screwfix only cheap.
Water companies in the UK are obliged to supply mains water at a minimum pressure of 1 Bar. which don't give much leeway on electric showers.
You can't improve it only the water suppliers.
