What is this thing known as international law?
People talk about it all the time, but no one seems to know what is or who actually enforces it.
It's a series of agreements made by various governments to limit their behaviour. It's also generally only enforced when the country enforcing it is more powerful than the entity (and any backers) being sanctioned.
It is toothless and has little case law in places, but it is well documented.

It's what UN recognises, but unfortunately it's down to the stronger nations to enforce it.
