I have fitted a TRV to a radiator today. The rad only gets hot when I turn it up to it highest setting which is five.

Turned off heating
Turned off lockshields
Took rad off brackets & lowered onto floor
Used half a tin of pipe freeze & froze pipe were TRV was going on
Took off rad completely, sitting it up side down, fitted tail pipe to TRV side of rad
Fitted TRV
Put rad back on
Bleed radiators
Turned off heating

what is the temperature in the room?
Good call, put it on this morning and it came on at a lower setting, because the room was colder
