TRV`s on radiators

Hi, I`m after a bit of advice. If a TRV has been fitted to the return side of the radiator. Would it restrict the performance of the radiator? The valve is fully open & its the last radiator on the system. The other four are all hot, but this one never gets above luke warm. The TRV is delinitely on the return line. Thanks

Hi, I will check the balancing. The trv has a directional arrow on it. Also it appears to operate ok turning it down. The flow pipe is hot, but the return is warm like the radiator. Thanks
