Trv valve off but radiator not cooling down

Just had complete new boiler installed and as part of that had all radiators fitted with brand new trv valves and lockshields.

However, am finding that when the trv is set to off for a particular radiator when the heating is on, that radiator is not cooling down at all.
Same for all radiators.

Seems very strange to me.

Heating engineer who fitted it all is coming tomorrow but in the meantime, any explanations or possible causes please?

Faulty TRV, couldn't be anything else really.

Do you mean every TRV does the same? That's even stranger. Are they standalone TRVs, not smart?

Yeah. Standalone
