Two storey side return/wrap extension

we are in a 2 up 2 down house with a 4m rear extension(kitchen ground floor and first floor bathroom on top of kitchen). We want to fill in the 4m x 1.2m side space on ground and first floor to create a wider(full width) kitchen on ground floor and a similar size room on first floor which is currently a bathroom.
Questions:
1. PD says max 3m, does it apply to side returns ( wrap, if that is the correct word)
2. How likely is it to get planning permission for 2 storey side return/wrap extension?
 
A wrap-round extension would need planning permission, as you would be extending beyond a wall forming a side elevation of the house.

Two storey side extensions to outriggers in older houses are usually refused by LPAs because of overshadowing of adjoining properties; check your coucil's policy guidelines.

Yes neighbour's could have a light issue. Is there any work around? Say, lower roof height, use of glass - clerestory Windows ?
 
You would need to read your council's policy guidelines for the answer to that. My guess is that they would not permit an extension of that size so close to next door's window, so you may need to suggest alternative ways of lessening the impact, and see if they will compromise.
