I'm not sure which charge but it is hard to see what the differences are between this and the M25 protesters? Other than number or people, the balaclavas and one group is clearly being monitored more thoroughly.

40mph limit vs 70mph limt motorway / pedestrians are banned etc.

but the key difference between the level of seriousness is if they use any locking devices to secure themselves or scale infrastructure putting others in harms way. Simply standing in the road, is not likely to result in more than a magistrates trial.

I suspect obstructing the highway is a better fit.

Far from it. The attacks on police officers and criminal damage, show this was more than a highway matter
