The government is going to legislate. It sounds like it will be much narrower than Jenrick's proposal. Basically, it will just override this one guideline.

It’s odd for the sentencing council choose to fight such a clearly losing battle. They must realise, individually, they have placed a target on their back.
They were clearly playing for time in their fake reconsidering of the policy.
