Two tier policing and sentencing

What, failing to investigate a crime? There's no need to pull officers off riot control to do it, the riots only lasted a few days. Do you think the police did nothing about any other crimes because of the riot?

Hearsay or not in this case, do you really doubt that the police are often reluctant to investigate travellers? I'm not saying they never do.

I think they probably have all sorts of reasons for why they investigate what they do, even just getting it wrong sometimes. I don't think that therefore means two tier policing, which is a whole different thing.

Lack of resources maybe?

Riots maybe only lasted a few days (anybody know if they are actually fully over, or ready to kick off again at the drop of more wrong information?).
But the overtime and overwork of some police needs to get back to how it was. Means less resources now until it's cleared up.

Blame the rioters for using up the resources, nobody else. All those that supported the riots and protests, blame them, there's a few on here.
