UFH Problem.

We rent an old cottage with a modern extension which has UFH in the lounge.
The UFH doesn't seem to work and we think the gizmo in the picture may have something to do with it. This is situated behind the water softener, (which doesn't appear to be connected to these pipes), and the oil boiler is behind from where I have taken the photo.
Can this gizmo, with the number 3 showing, be some sort of valve/thermostat for the UFH?
PS I've just managed to turn it up to number 4 though it will turn past 4 and go to number 1 again. Above, and slightly to the right is a Grundfoss circulating pump.

My father in laws new build has all those manifolds and pipework but we don't have anything like that.
We are supposed to have UFH in the lounge but the floor never gets warm. Landlord has now arranged for a heating engineer to come and have a look first thing Monday morning. Thanks for your reply.
 
Zone valve looks mangled, that's the small box behind the water softner and the most likely suspect.
