Under Sink Valves

I have recently found extensive water damage under sink in house that has been vacant for some time. Will be arranging plumber to replace everything in due course. Can someone educate me as to what the red valve is for and what it does? The blue valve connects to the washing machine. I have moved it to the down position (off) as it is leaking. The red valve has always been in the down position. If I turn it up opening it, water comes out at high pressure from the side.

Red valve is usually from Hot Water supply. Used to be common to have hot and cold fill washers.

Good practice is to fit a blanking cover (with rubber washer) e.g. https://www.screwfix.com/p/flomasta-bsp-blank-nut-3-4-x/39553 to avoid the water spill if the ball lever tap is operated. Best is to remove the tap and unwanted pipework.

It would be advisable to isolate main stop valve for house and drain down if long term empty - especially in wintertime.
