Underfloor heating running constantly

I have oil powered boiler, with underfloor heating in two rooms, (kitchen and sunroom) it is controlled by 2 Upoterm thermostats. However for the last week it has been running constant. The two stats are off with the lights off but the motorized valve is still getting power and calling for heat from the boiler.
When I turn the kitchen stat up and down I hear a click from the manifold area, however the other stat, when I do the same, even though the light comes on and off I don't hear a click.. the valves are opening and closing alright when the stat calls for heat.. is it a new stat that is required or something more?

Check that motorised valve(s) are making/breaking on end switch when called.
 
It is one motorised valve supplying the manifold with three valves on the manifold itself. . 2 controlled by the kitchen stat and one by the sunroom stat?
I have a feeling that the sunroom stat is not switching it off. As I can hear something switching in the manifold area when the kitchen stat calls for heat and stops calling. Nothing happens when the sunroom stat is turned up and down
How would I check if it is working correctly?
