We will be buying good quality (wool ?) carpets for our two bedrooms and as we have concrete floors any info on what is the best type of underlay/other product to use to help with warmth would be appreciated.

Can't answer your question per-se, but... We had laminate flooring in our concrete floor lounge with 6mm (or so) fibreboard underlay under it, then polythene under that as a vapour barrier. The skirtings had been fitted on top, so there was a half inch gap under the skirtings by the time we removed the underlay and laminate. We wanted carpet but didn't want the gap under the skirtings (or the hassle of moving them), so we left the fibreboard laminate underlay, taped the joins and laid the carpet underlay and carpet on top. It hasn't moved in 5.5 years, and the floor is not cold. Our concrete floor was fairly new and level BTW.

Best carpet underlay for a concrete floor would be a natural felt, something like Axminster Axfelt65. You will be shown ALOT of puFoam approx 11mm thick however a natural felt will be more insulating and support the carpet better..
