Uneven concrete floor

Hello, before installing LVT I need to even out the concrete floor but it's difficult how I should proceed..

Should I use self levelling compound or concrete + sand??

If having LVT you need to remove all the vinyl tiles. ( wet tiles , gloves and double bag them.
then you test for moisture. Does the conc have a sheet damp proof membrane, you should see it around the perimeter if you have one. Then you want a smoothing compound ( self leveller )
 
Underneath concrete I found some plastic things, seems like a damp proof membrane.
So the tiles off and then self leveller is the only option??
