unsure about laminate underlay

I am about to fit laminate floor downstairs onto wooden floor boards. Most of the boards are fairly level but i have concrete under my fire as it was originally coal. The problem is the concrete is higher than the boards by about 3 mm but only on one side which will cause the boards to wobble. Trying to keep cost down. Does anyone know whats best.
 
bolster chisel and have at it.. take 3mm off the hearth..

or an angle grinder fitted with a stone grinding disc..
