Unsure of next steps after removing lining paper

Just bought a house and wanted to get rid of lining paper to paint walls properly.

This is what it looks like at the moment. (Attached)

Had a bit of research and seems that top part is lime plaster, but not sure about bottom half? Is it cement or gypsum?

Should I sand all this blue paint off and then do lime plaster skim? To make the wall even before painting?

You need to use limelite printer but potentially yeah.
You will need to understand what your walls are. Solid or cavity.
I know a little about it and user it but read up and maybe contact the technically helpline
 
OP,
Maybe the walls were previously damp or a damp problem was claimed by a Damp Company - & the usual 1m high original plaster was hacked off, & replaced with some kind of Remedial render?
Search inside & outside the walls for low level signs of drilled holes.
Given you say you have uneven walls, & there are no signs of dampness then why not sand the walls - brush on SBR - & skim with board finish?

How limelite printer would help I dont know, perhaps poster #5 will explain?
