Does you mains board have RCD protection on it?
Water ingress could cause protective devices to operate and turn off the circuit.

I'm waiting for the Electrican to get back to me
But it's just the upstairs lights and power points the rest of the ground
Floor works so I just switch it back on from the
    Switch board
Could water be getting to the cables

you have a water leak. Find and fix it. Is there perchance an outdoor lamp, which is connected to the upstairs lighting circuit, and is also exposed to the rain?

    p.s.
Are you working on a smart
    Phone? The curious way your
    Lines change and capital
Letters seem to appear in the
    Middle of sentences seems quite
    Odd.
