Upstairs Radiators

I'm gonna pull my hair out!!

We have had dodgy heating and water since we moved into our 1st house 2 years ago. We decided to get it ALL replaced 5 weeks ago. Its all working great... except the radiators upstairs STILL dont get as hot as downstairs. This is what happened before and is still happening now its all replaced. New Combi boiler (Baxi Combi Instant 105E) and 5 rads, 2 which are upstairs. I've tried the balancing thing yet they just get luke warm while the others are roasting. I will call the guy out tomorrow, but any ideas people?? Any help appreciated.

I assume you have bled the air off? I would turn off the downstairs ones completely and see if you can get flow upstairs. Were the pipes replaced as well?
