uPVC frames leaking water onto inside sill

Hi. I hope someone can help with my leaky window. The opening half of the window is fine, but the fixed window pane is a problem. When it is raining heavily water leaks from below the beading onto the inside sill. I have removed the bottom beading and the fixed frame is filled with water. I have emptied this and looked for drainage holes, but there aren't any visible.

Should there be drain holes in this part of the window frame?

If I drilled one, would the water drain onto the outside sill and then be ok?

Any advice and help would be really appreciated. Thanks. :D

The drainage holes may be hidden/blocked by the packers that the glass sits on like the one in this pic

You will need to take the glass out, push the packers clear of the holes and blow them through. Test it with a glass of water before you put the glass back in
