UPVC Window Framefixing Location

The glass is sealed. So the only available framefixing locations are shown in blue circle (the photo link above). I have few questions blew:

Is this location all right? (the top one is close to steel bar)?
Will the window be able to closed probably due to fixings next to steel bar?
This window is about to be fitted into garage single wall, can this wall hold the window firmly?
Can I use screw with plastic plug instead of framefixings?

I would be appreciated if you could give me some advice.

The fixed glazing has to be removed to install the window frame properly. Position the top fixing just underneath the steel bar & 2 more equally spaced below behind the glazing bead; you should also have fixings top & bottom, how many depends on the frame size. Support the frame with packers either side of the fixings to prevent it distorting. You can’t use plugs & separate screws, only use through frame fixings long enough to give around 2 x the depth of the frame into the brickwork. The frame is usually only fixed into the outer brickwork skin anyway so fixing to single skin brick is perfectly adequate.
